The provision also requires the National Academy of Sciences to study the effect of commuting on pilot fatigue, and requires the Administrator to update regulations based on the study’s findings if appropriate." The "if appropriate" really puts the "bite" into this legislation, doesn't it? New bill passed by House and Senate lets the FAA off the hook again:

Lives are jeopardized every day the problem is ignored.
